I'm using Aptana as my IDE for learning Ruby on Rails. So far, so good. Has a lot of good Rails support and works well with Rails on both Windows and Linux. Not bad for free, open source software.
You got one thing wrong in your post: Aptana is not open source any more. Too bad. Freeware with redistributions restrictions. See: http://mea-bloga.blogspot.com/2007/09/source-open.html and http://www.aptana.com/blog/?p=179 and http://www.aptana.com/forums/viewtopic.php?t=2637
